ENROLLED AN ACT ENTITLED An Act to make an appropriation for the design and construction of an addition to 1 the existing swine wean-to-finish barn at South Dakota State University and 2 to declare an emergency. 3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF SOUTH DAKOTA: 4 Section 1. The Board of Regents may contract for the design, construction, furnishing, and 5 equipping of a wean-to-finish barn addition at South Dakota State University, including 6 planning, site preparation, construction, completion, furnishing, equipping, and maintaining 7 of, together with any heating, air conditioning, plumbing, water, sewer, electrical, sidewalks, 8 parking, landscaping, and envelope systems, architectural and engineering services, and any 9 other services or actions as may be required for an estimated cost of $1,720,000. 10 Section 2. There is appropriated to the Board of Regents, for the purposes authorized in this 11 Act, the sum of $1,720,000, in other fund expenditure authority for donated moneys, together 12 with any additional sums received pursuant to section 4 of this Act and permitted adjustments 13 pursuant to section 3 of this Act. 14 Section 3. The cost estimate contained in this Act is stated in terms of 2026 values. The 15 Board of Regents may adjust the cost estimate to reflect inflation, as measured by the Building 16 Cost Index and reported by the Engineering News Record, and additional expenditures 17 required to comply with regulations adopted after the effective date of this Act, or additional 18 sums received pursuant to section 4 of this Act. Any adjustment to the construction cost 19 estimate for the project may not exceed one hundred twenty-five percent of the estimated 20 project construction cost stated in section 1 of this Act. 21 Section 4. The Board of Regents may accept, transfer, and expend any moneys obtained for 22 the project authorized in this Act from federal sources, donations, or any other external 23 sources, all of which comprise a special fund for the benefited project. The administration of the design and construction of the project authorized in this 6 Act shall be under the general charge and supervision of the Bureau of Human Resources and 7 Administration, as provided in chapter 5-14. 8 Section 7. The executive director of the Board of Regents, shall approve vouchers, and the 9 state auditor shall draw warrants to pay expenditures authorized by this Act. 10 Section 8.
