This bill expands where adoption cases can be filed in South Dakota by allowing petitions in any of three counties: where the adopting parent lives, where the child welfare agency is located, or where the child was born or currently resides. Previously, adoption cases could only be filed in the county where the child or adopting parent legally lived, whichever was chosen first. The change gives families more flexibility in selecting the court location for adoption proceedings.
