The amendment replaces the substantive appropriation of `$5,200,000` with a placeholder amount of `$101`, which WEAKENS the bill by providing no meaningful funding for the trades center construction while keeping all other project details intact. This change indicates the final funding amount is still being negotiated in the appropriations process.
