South Dakota is authorizing the Board of Regents to build a new soccer venue at South Dakota State University and appropriating $5.04 million in donated funds to pay for the design and construction. The Board can adjust the budget upward by up to 25% to account for inflation or regulatory changes, and can accept additional money from federal grants, donations, or other sources to cover costs beyond the initial estimate.
