monitoring. A newly constructed water system, a water system that uses a new source, or a system determined by the department to be a public water system shall begin monitoring as required by this chapter within one quarter after the determination or the construction of the new water system or the new source. A public water system proposed for construction shall, whenever possible, collect and analyze the proposed source water for compliance with this chapter prior to construction.
